Carmen was a lifelong resident of Pittsburg, CA and passed away knowing she will be greatly missed by those who knew and loved her.
In addition to her long and varied career as a civil servant, Carmen, volunteered throughout her life in leadership and political positions in pursuit of improving the quality of life for everyone. She served as president of Federally Employed Women, a member of the Contra Costa County (CCC) Status of Women Commission and 22 years on the CCC Planning Commission. Having championed many political candidates she delighted in each of their accomplishments.
Carmen is survived by her daughter Dona Gaddis Wolf (Bruce), grandson Zac Wolf, Godson Chris Stephens (Marlene), sisters Anna Stephens and Delores Staley, sister-in-law Mary Mendez and many nieces and nephews. She was preceded in death by her brothers Andrew "Hank" Ortega and Don Mendez. She leaves behind a lasting legacy through her family, co-workers and friends.
