Federal Glover was a beloved husband, father, grandfather, brother, and cherished public servant, who departed this life on May 18, 2025, surrounded by his loving family. He was 69 years old.

Born on May 9, 1956, in Pittsburg, California, to Morris Glover and Lucille Ball. From a young age, Federal demonstrated a remarkable aptitude for leadership and community involvement. While attending Pittsburg High School, he was not only voted Student Body President but also earned the affectionate title of "Mr. Uglyman." His commitment to civic engagement began early, as he participated in President Reagan's statewide youth commission in California, focusing on critical issues of the time. After graduating from Pittsburg High in 1975, Federal pursued higher education at San Francisco State University, where he studied Business Administration.

Soon after, Federal met the love of his life, Janis Miller, of San Diego, California. They were united in marriage on May 13, 1978, and together they welcomed two children, Tederal and Carissa. Over their 47 years of marriage, Federal and Janis shared a life filled with joy, travel, and cherished moments with their children and grandchildren. Throughout his life, Federal was a surrogate father, uncle, and friend to many. He loved everyone and never met a stranger. He was as equally dedicated to his family as he was his community. Federal was a man of deep faith, a faithful member of Soloman Temple Church for many years, and more recently, a dedicated member of New Birth Church.

Federal's professional journey included working for local industries such as USS-POSCO and Dow Chemical, where he spent 22 years in roles centered on training and safety. In 1996, inspired by his mentor Taylor Davis and after serving on several city commissions, Federal successfully ran for the Pittsburg City Council, serving as Mayor in 1999. His unwavering dedication to his community led him to make history in 2000 when he was elected to the Contra Costa County Board of Supervisors for District 5, becoming the first African American Supervisor in the County's history. For over 20 years, Federal tirelessly improved the lives of his constituents, serving with honor, vision, and compassion. He remained a pillar of leadership, advocacy, and progress in the community.

Federal's personal story was one of extraordinary resilience and gratitude. In 2015, he survived a life-threatening health crisis, including a 16-hour transplant surgery, returning to his family and community with renewed purpose and dedication. Just recently, the NAACP recognized his continued leadership in community advocacy by awarding him the Hometown Hero Award for the people of Contra Costa County.

Federal's life was impactful, leaving behind a tremendous legacy that will always be celebrated by his huge, loving family.
