He was born in Madera, California and grew up in Pittsburg, CA. A resident of Fremont, CA, and Verona, WI. At the age of 17, Frank enlisted into the Navy for 4 yrs. After he was out for a year and then enlisted in the army. He retired from the Army after 23 years of Service. He had a Business for 25 years, called "The Clip Joint", "Sebring Hair Design and "Black Orchid Hair Salon. He then retired. He enjoys playing the Trumpet & Drums and going to music jam sessions. In the middle of his years he loved participating in hair competitions.

He was married to Mitsu Fukuda Avila his first wife and has 3 daughters, Loraine Fujimoto, Virginia Armstrong, Maurice Ajari and in Memory of Allen Ajari. He has a son-in-law, Donald Armstrong. 2 grandchildren, Christine Armstrong and Don Jr. and 2 great grandchildren, Maris Sawyer and Brendon Sawyer. He is the current husband of Keiko Avila & stepfather of Mariann Wallace and son-in-law Mirek Malkovsky. He has 3 living sisters, Mary, Annie, and Tuddie and 1 living brother, Leto Avila and 1 godchild, Lilly Rosalez. His 3 sisters, Vera, Virgie and Jessie are with him in spirit.

Visitation will be held on Wednesday, September 25, 2019 from 4:00 to 8:00pm with a vigil at 6:30pm at the Pittsburg Funeral Chapel. Funeral mass Thursday, September 26, 2019 at 1:30pm at St. Peter Martyr Church. Military burial with honors will be held on Tuesday, October 1, 2019 at 10:30am at the Sacramento Valley National Cemetery in Dixon.
